NEGOTIATIONS

NABET-CWA and ABC, Inc. negotiators convened for three days this week, as scheduled, in Washington, D.C. for the purpose of trying to reach settlement on a new contract to replace the Master Agreement which expired on March 31, 2011.

Going into this round of negotiations, ABC representatives invited the Union to present a proposal that would have the unanimous support of the NABET-CWA Negotiating Committee. On the first day of talks in this round, the Union did just that, and presented a package, which in our view, was a fair deal for both sides and would have the CommitteeÕs backing. The UnionÕs package covered reasonable wage increases, addressed what we believed to be the CompanyÕs concerns concerning the use of digital hand held cameras, addressed job security for staff and daily hires, and sensibly addressed what we believed to be the remaining open items in these negotiations. Unfortunately, ABC promptly rejected the UnionÕs proposal in its entirety that day.

During tense bargaining sessions in the remainder of the week, the Union presented ABC with other package proposals which were also rejected. Instead the Company chose to cherry pick any provision that moved in their direction and promptly rejected the remainder.

These differences include:

ABC seeking to expand the use of digital cameras on news assignments to the extent that by the end of a new contract, nearly half of the 2013 newsgathering workforce in any office of the Company could be replaced by persons other than NABET-CWA represented employees.

ABCÕs unwillingness to provide staff employment to daily hire members despite Union proposals which would fairly accomplish this goal, which has been tentatively achieved at NBC.

ABCÕs unwillingness to provide reasonable wage increases and make other economic improvements which the Union Bargaining Committee believes the members deserve.


At this point, the parties have left the lines of communication open. More information on this latest round of talks and the status of these negotiations will be provided shortly.

Petitions are available at the Union Office, weekdays between 9:00 AM and 5:00 PM.

PETITIONS MUST BE RETURNED TO THE UNION OFFICE BY 5:00 PM, TUESDAY, JANUARY 31, 2012.

The term of these offices will be until the next regular election in March, 2015.

A candidate for these offices must be, and must have been, a member in good standing of NABET-CWA continuously for the two years immediately prior to the date of nomination.

A candidate for the office of member of the Local Executive Board must be employed in one of the functional groups comprising the Executive Board unit he/she desires to represent.

NABET Local 16 member Donald DiFranco was working at the WABC-TV transmitter at Number One World Trade Center on the morning of September 11th when we were attacked.

Don was a great guy, conscientious worker and a dedicated union member. We were all devastated by this horrible loss, and all the lives lost that day.

Bin Laden is dead, but Don DiFranco will live forever. Our thoughts and prayers are with the DiFranco family.

To the web site of NABET-CWA Local 16 (CWA Local 51016) New York City. The National Association of Broadcast Employees and Technicians (NABET) is the Broadcasting and Cable Sector of the Communications Workers of America (CWA).


Local 16 represents over 1200 workers at the ABC Television Network and WABC-TV divisions of the Walt Disney Company, WABC-AM, WPLJ-FM, ABC Radio Networks and also WOR-AM (New York) and KYW Radio (Philadelphia).


NABET-CWA also represents workers at four other ABC operations in Chicago, Washington, Los Angeles and San Francisco and dozens of local stations around the country.

Local 16 officers sworn in (March 10, 2011)

Arthur Mazzacca was sworn in as Local 16 president today by outgoing president Paul Vasquez. President Mazzacca then administered the oath of office to Vice President Jim Nolan and Representatives Bill Bores (Unit 2) and Kathy Hedden (Unit 4).

Henry Plimack has a year to go as representative for Unit 1 and Brendan Black will serve the remainder of his term as an additional representative for Unit 2 until March 2012.

Brian Kelly left the board today at the conclusion of his term. He stepped in and filled a difficult vacancy in his unit two years ago. Thanks also to former president Paul Vasquez for his leadership through three years of unprecedented attacks on our local.

CHANGES IN LOCAL 16 EXECUTIVE BOARD UNITS

The Executive Board has voted to reduce the size of the Executive Board from eight to five Units. They have also voted to change the alignment of the Units as follows:

Old Unit: 1 Network Videotape, Videotape Library
New Unit 1: WABC-TV, Network and Local Radio, Publicists, Radio Call Screeners, Desk Assistants

Old Unit 2: TD, LDE, Audio, Video
New Unit 2: TD, LDE, Audio, Video, Network Videotape, Videotape Library

Unit 3: Studio Field (No change)

Old Unit 4: Network and Local Radio, Traffic, Publicists, Radio Call Screeners.
New Unit 4: ENG, ENG Edit, Graphics

Old Unit 5: TV MCR, NTM, SMAG
New Unit 5: TV MCR, NTM, SMAG, DMC MTCE, Traffic

Units 6, 7 and 8 are dissolved. The second vote of the Board was taken at the December 10, 2010 Local 16 Board meeting. The motion passed. This second vote is required by By-Law to make the changes effective.

Local 16 By-law change:

Motion (#10-33) To amend Local 16 By-law 4.2(a) to reassign Traffic from Unit #1 to Unit #5.

The second vote on this motion took place at the February 11, 2011 Local 16 Executive Board meeting. The motion passed. This second vote is required by By-Law to make the changes effective.
